Under Arizona Statute 32-1491, a doctor of medicine may dispense legend drugs to his or her patients as long as the practitioner is registered with the board as a dispensing doctor and meets certain other requirements, such as securing medications in a locked cabinet or room.

Pursuant to Arizona Revised Statutes 32-2532, Physician Assistants (PAs) may dispense non-controlled drugs to their patients with delegation by the supervising physician. PAs dispensing Schedule IV or Schedule V drugs must also have a DEA registration, and a PA who wishes to dispense Schedule II or Schedule III controlled substances must receive board approval.
